I went to a party and two of my friends were there. I knew one of them liked this guy there and she liked him for a while, well he has liked me for what seems like forever, and I've turned him down. So to get his attention she would get really close to him and kept hugging him, and he liked the attention. He's never shown any interest in her before then and now he suddenly likes her. I'm very happy for the both of them but I'm confused. Can a guy like a girl just because she hugs him? Is it because he knows she likes him and he wants a girlfriend?
So the female you talking bout close to you. If yes then he might have a totally different agenda about the whole thing. Might be he again wants to ask you, this time through your friend.
Or, the dude is just too horny to subside his feelings, so he showers the one closest to him with that.
You turned him down. He is fair game to anyone now. If this girl showed that he liked him (i.e. Hugging, getting close) & he responds to it that means he either the likes the girl or the attention or both. She has shown interest in him & it is clear he won't be rejected. So he is obviously reciprocating those same feelings. It is a low risk thing with no possibility of rejection. She has shown she likes him, he gets it, and he knows he doesn't have to do anything but just sit there and be himself. Most guys under 18 (or not) wouldn't mind this kind of female attention. It's time for you to move on. You did, like said reject him. He is fair game to anyone. I realize it must be painful/hurtful that he moved as quickly as he did, but do realize that he is young and is just seizing any opportunities he can get.

What pickup lines do you use to start a conversation with someone you are attracted to?
I usually start off with a joke. I use comedy as an ice breaker. If I'm nervous that's all I'll do. If not I just strike up a conversation. I'm good at both.
How do they typically respond?
They talk back. Half the time I get to take them on a date.
