At first he would stare at me all the time and look at me when I was walking by or glance at places where I would be. His friends would talk about me and he would always point me out. He even stared at me on Valentines day. As time went on. When I looked at him he looked away shyly or rubbed his head. I'd see him around me less and less, in other words he wouldn't walk by me as much. Now to the point where he won't even look at me anymore. This lasted more than 6 months. I'm currently a junior and he's a sophomore.
Are you asking why he stopped looking at you, or why he did so in the first place?
It isn't uncommon for someone to look at the person they like, fantasize, and just be dreamy about it. Guys do it by staring, girls do it by writing and talking with friends.
You also have to be careful when calling something stalkerish because what he's done isn't follow you around but just look at/notice you when you were around. If he was stalking you he'd be following you. This guy just sounds like a love torn, shy guy who never got the chance with the girl he liked.
