He is very loving, caring and considerate. He treats me well, although when I ask him if he loves me, he changes the subject. Sometimes he laughs a little, and tells me to stop. I don't know if he is being shy, or if he doesn't love me yet and just doesn't want to hurt my feelings. Any advice?
As a guy the hardest thing is telling a girl you love them. You keep asking but do you tell him you love him. If you tell him you love him then I bet he will say it maybe not the first time but soon. As a guy saying I love you is crazy most girl get very turn off it it is said to early and when a guy really likes a girl that is the last thing he wants.
Pardon me if I sound harsh but men don't like being asked stupid questions... it just gets a bit irritating is all..
For example, when you asked "do you love me?", even in a sweet and caring tone, it makes us want to snap.. because the question is so ridiculous.. people can't ask such direct questions like that.. its not natural.. its abnormal.. its as if someone is asking, "do you wear clothes?" or "do you walk?"..
If there is love in his heart for you, he will inform you sooner or later.. or he will show you he loves you.. which I think he is doing based on your information but I can understand your frustration as well.. women want to hear it not just see it and guess.. My advice would be for you to tell him you love him. If he doesn't reply to your liking, then you know that you shouldnt waste any more time with him.

Unless you are very patient, there is no need to wait.. to try something unique, tell him you love him but don't use those words..
Try other languages.. "Te Amo" is spanish for I Love You.. or Ti Amo is Italian..
