Why don't guys listen? Should I be annoyed?

So tonight my boyfriend came over my house and we messed around a little bit, playing with each other and stuff. But towards the end, we had slowed down and I didn't really feel like messing around anymore and we were talking. And then he puts his hand in my pants. I tell him to stop, but he doesn't listen. I tell him that if doesn't take his hand out of my pants, I won' talk to him for 2 days and I give him to count of three, but he STILL doesn't listen and keeps his hand in my pants. And then when he realizes that I'm serious, he stops. Why didn't he stop in the first place? Should I be annoyed about this?
