I am a shy person in general and some people have told me to ask this guy I like out but I am not quite sure if this guy likes me the way I like him. I have asked a different guy before but he declined in a way that pissed me off more than hurting me.

I can't really tell you to go for it or not because you didn't really give much information. With the information you have given, my advice would be to ask the guy out to do something with you that doesn't seem too much like a date, perhaps just to grab some coffee. Maybe you can ask him to help you with something as well. Don't worry about things from the past, not all guys are the same. You might as well give it chance!
