Why does he kiss me and tell me he loves me, yet doesn't ask me out?

It's not clear how much time you're spending together, since you didn't mention dates or hanging out. If your contact is limited to occasional hand-holding and kissing, he might think of you as just a friend.

If you have been spending a fair amount of time together, now would be a good time to talk with him. Ask him if he considers you two to be in a relationship. Then, you can tell him how you feel about where the relationship should go.

Depending on how long it's been there are a couple of different reasons for this I believe. One, he already thinks your together and doesn't bother with the details, or two, he's struggling with something else. It may be a few different things, like maybe there is a quark about you that he doesn't know if he can live with, maybe he wants to keep his options open, maybe he likes someone else as well, but doesn't want to loose you either. All are possibilities. I know I've done some of the things I've mentioned. Best thing to do would be talk to him. Maybe you bring up the question of being together, nothing wrong with that in this age of Equal rights!

Or just talk to him and maybe ask why your not together, but be ready to read between the lines, because if the reasons are what I just mentioned, or along the same lines, don't expect a completely honest answer. Your pretty much gonna need to get the feel of things from his body language and such. Hope this helps a little.
