Is my tongue web to long for a tongue ring piercing?

I think you should ask the pro that's going to actually do your piercing. I really don't know what else to recommend but I also agree with audreymarie21, farther back is a much better and safer idea then on the tip.

go to a tattoo/piercing parlor and they'll be able to tell you after looking at it. it doesn't go on the tip of your tongue, I'd say a good inch back.
