Do guys like low cut tops and high up pants? If not what do you think when you see a girl dressed like this. Also, is it sexy to put on outfits while in the bedroom?
I definitely like low cut tops in general. I think guys are pre-wired to like breasts, so if you show us a little more, we'll like it. I don't really like the high waisted pants though. Not only are they covering up some of the sexiest skin there is, but I lived through the 70s/80s when they were last popular.
Low cut tops are definitely "sexy", but tacky if too low XD. I guarantee all the guys are gonna be talking about you in the change room if your wearing a really low cut top, definitely attractive but I dunno if its the kind of attraction you want lol. It's "sex" attractive, not necessarily "relationship" attractive unless you consider sex a relationship ;P.
Semi- low cut shirts showing a little bit of cleavage is perfect. If your looking for a boyfriend that's relationship material =P. If it's going all the way down, yeah, guys are going to be staring at your chest all day long, the occasional stumbling when they talk to you, and will be picturing you in bed rather then a girl friend. Of course the later can LEAD to a relationship- it's... all up to you lol.
Low cut = sexy, (maybe too sexy)
curve hugging tee shirt/tank top = also sexy, perfect.
I am not a guy either but I think some girls can pull off the low cut tops. When I see someone in like the mall or someone with a real low cut top I think omg slut. Other times I see a girl who can wear one just right. Personally I don't feel comfortable in low cut tops. If I have one I always put a tank top under it.
I know I'm not a guy, but in my opinion low cut tops are not sexy. Especially if you are young. If you have large boobs or are over weight guys really see it as a turn off. Wear a tank top or shirt that comes up higher under your low cut shirts to make it more appealing.

Our first date would be at a dave and busters, bowling, putt putt, something where we can do something cheap active competitive and fun and maybe have a drink or two. After that we can grab a bite to eat we can go for a walk or a drive. Then ill drop you off at your place, assuming all goes well we make plans to meet again, and we say goodnight.
