What does he mean by this message?

I was drinking with a friend and I got VERY drunk. I like my friend so I lent in to kiss him but then relised he had a girlfriend and pulled away. I kept saying sorry in message's and he put back.

'It is okay, you like me and you was drunk, I would have done the same if I didn't have a girlfriend.'

This sentence confused me, does he like me or was he trying to make me feel better?
