That depends on a lot of factors.
1 - Trust must be complete. 2 - To get engaged you need to be economically stable. I don't know about there, but considering the marriage ONLY (like only the day you marry, restaurant, invitation, etc.) costs around 20-40.000 euros, not considering the cost of the house you move to.

A few years under the same roof should be a good indicator.
Same as any other time, 2-3 years is generally enough time.

I need to be dating someone at least a year before they ask. And after that, we need to be engaged for at least another year.
Personally, I don't want to marry someone unless we've been dating around 3 years, in that time, I can really know that person and I won't get any big surprises after marriage.
I would say no more than 2 years. Preferably 1 year.
make sure you really know this person very well. you're gonna spend the rest of your life with them, ideally... you can get divorced, but getting married is still a big decision. choose wisely.
2-3 years with some time where you're living together is good I think
