Possibly so when I was that age. Only difficulty is that even though it's only a 3-4 year gap, it can be a huge maturity gap.
Those years from 18 to early 20s are often very formative years where a person discovers who they really are, what they want in life, and what they can expect in life.
As a result it might have been difficult to relate to a girl if I was, say, 22 and out of university and just settling into my new career, while she just graduated high school and is just starting to attend university.
So I'd probably definitely be attracted to an 18-year old at that age, but not sure we're connect and relate to each other. The date might just fizzle out since we're at such different stages in life.
