  • Depends on the circumstances. I would think that sometimes a kiss on the cheek would be a stepping stone to larger moves, giving a chance for boundaries to be set without crossing any of the invisible lines too much by accident.

  • I agree with what Totts and Dabrowski said. It might just mean that the other person doesn't want to make too big of a move, and wants to take it slow to see how things progress naturally.
