Why do we call what's in this picture a "pair" of underwear? Isn't a "pair" a set of two of something? I don't know what the alternative to "pair" would be, but isn't this a quirk in our language?

Because it has two holes for each leg maybe? Just like how we call scissors "scissors". They lose their function without the other 'pair'.
Well when they're referring to women I could understand because they typically wear a bra and panty. But I'm not sure about men

its a pair because it has holes for both of ourlegs, so pair of legs you get a pair of underwear. /s
most likely because it's two hoses with a middle part.
