If you apply a small** amount of eyeliner and it makes your eyes look bigger, does that mean it has always been this big, but you never noticed it, or did makeup actually do something to your eyes and changed the size?

Make up just works with the shadows and contours of a person's face. If you use a certain color eyeshadow and it makes your eyes look more blue, it doesn't mean they weren't blue before. You've just chosen to highlight a certain feature.
Another example is when you wear a shirt in a flattering color. If the color compliments your hair, it's not like you dyed your hair over night.0
