I think it's better because it's not permanent. try it out for a while, and then if you are really liking it after a month or two, then get the real thing. It's like sampling before you buy, or test driving a car before you decide on one.
It wouldn't bother me a bit. I don't understand why it would be something to be bothered about at all, as I think if someone is uncertain at all about whether or not they want a piercing, or especially a lifelong tattoo, that getting a fake one would be the way to go about it.
It isn't my body so I don't care. As a kid I had clip-on earrings before I got my ears pierced. That was interesting haha. I think the idea of getting a tattoo for a year and figuring out if you like it enough to make it permanent is a cool thing!
