Is an employer allowed to require that an employee works for a minimum amount of time and cannot quit before that period is up?

No, unless it is clearly stated in an employment contract. I think pretty much all U. S. states at "At Will" states. Which are clearly stated in your employee handbook, agreement, documentation, etc.
At Will means that you or your employer can terminate employment for any reason at any given time.0
