Is this a form of racism?

I work in a shop and 80% of the people (that are native to where I live, for exampleFrench in France, Italians in Italy) don't say hello, when I do etc. The others that are not native to here, are much friendlier.

by the way, those countries I mentioned aren't where I live, just examples.
