  • In the early modern period it was thought impossible for a nation to exist peaceably unless the whole population subscribed to the same religious/moral code. Governments looked on it as part of their job to promote and enforce a particular moral view usually informed by religion. In the last fifty years or so we have been moving away from this idea in the West and resolving the essential conflict between equal rights and social constraint in favor of equal rights.
