  • A lot of cities have laws against giving handouts etc... from a car *in traffic* because it's really dangerous for everyone involved. So even though it sounds like no good deed going unpunished, it really is there with the intent to protect people.

  • Police have turned into such jerks recently. What's going on? Killing unarmed men just because the men have dark skin has already been a craze; now fining samaritans who have the heart to help those in need? Police are ruining the lives of innocent people instead of helping/protecting them. Something has to be done.

  • If it really was a high traffic intersection then yes both the car stopping and the homeless person should be fined for impeding order. There are many places to beg for money and it should not be at a large intersection.
