  • Sort of, because it owns territories like Puerto Rico, Hawaii and Alaska and a lot of its territory was conquered by force relatively recently. But only sort of since the vast majority of the US economy and population are in a contiguous area that more or less shares a single language and religion and most of this territory is settled by descendents of early colonial Americans and voluntary immigrants (African Americans being the major exception though the slave trade has been over since 1807, native Americans are few, but of course also an exception and they were conquered more recently).

  • No it doesn't you may argue that states might be separate enough to qualify but they don't. If you qualify those then you can qualify every county or state on the world as a separate nation making every country an empire.
