What's so difficult about choosing guardianship?

When it comes to child support my ex and I have agreed to wait until he is financially stable. But when it comes down to guardianship in case anything happens to him or myself God forbid. My son would stay with my brother who is a parent himself and is stable in many ways. Yet my ex refuses to sign the paperwork. We've been arguing for over a year about this. Everyone knows that guardianship would only take place if anything happened to myself or my ex at the same time. No matter how many times I asked my ex what his concern is about he just says he's not going to sign anything. Suggestions?
