He dumped me, yet he is the one to be sad about it. Why?

We dated for about 2 months. He told me that he couldn’t see himself in a serious relationship with me. He says that he feels horrible about it and he has been sad. He is out of college and wants to be with someone who already has a stable career like him. I am still in college, a few years behind him. He is totally acting like the victim here. When we chatted about it he said “I’ve been pretty bummed about everything and I still feel bad for breaking it off. It’s for the better”. Why does he feel sad? I don’t understand. I wanted to be in a relationship with him, but he is the one to break up. I don’t know what to think. Is this a manipulation tactic?
