Guy I've been seeing said, "You don't want it, you just think you do"?

He said, "I feel bad, but it is just too serious. I'm not interested in anything remotely serious and you like me and I don't like you like that. You think you want it but you don't because you will get hurt. You just need to move on."

I am trying me best to move on and take this as he's not interested BUT I can't help but read into: "You don't want it, you just think you do..." and wonder if he has low self confidence and thinks that I don't actually like him and that I just want what I can't have.

He's done this before where he told me to move on or that he's not interested, and later said he misses me.

Is this a power play or is this just honesty? I told him I only like guys who don't like me back so that's why I'm wondering if he's making believe he doesn't like me to make me interested.
