Why’d my ex call me, then not reply when I asked why?

I was very pathetic. He cheated on me. And for 2 months after we went back and forth trying to make it work, me getting mad, and then not talking/blowing each other. I finally made the decision to stop contact. I haven’t talked to him in 3 weeks. He called but my phone was off. I turned it on and saw he call 2 hours later. I messaged and asked why. And he hasn’t replied back yet.
