Guys, girls, can you explain me unwritten rules when dating?

Let's say you are a guy and met a girl (in a NOT dating related place) and you both start talking quite often, it's like a connection.
-Escenario 1: You talked about friendship (or used friend terms), but after some time, you start developing feelings for her and want to date her.
-Escenario 2: You never talked about friendship, you are just talking and see what happens, you even start hanging out.

If you are/were a girl:
-Would you prefer to specify you only look for friendship or you wouldn't say anything and let it flow? (for both online and real-world?)
-Would it be more likely for you to see this guy as a potential partner in both escenarios?
-Would you consider having something with him even in the first escenario? (= Could you see a friend as something more than a friend?) What kind of signals would you give to him?

If you are a guy, from your experience, would you say it only depends on how she feels about you? (like doesn't matter if you start as friends)

In summary, "dating a friend" vs "let's talk and see what happens".
