Overly Attached Girlfriend (a meme). Creepy girls are in fact so real that they have their own stereotypes, just like creepy guys do.

The actual person in the photo is Liana Morris, but like many memes she isn't actually/just what she appears in this one photo. I don't know if she's creepy irl or not, as I've only seen the memes.
