Thats related to neurochemistry.Behind the eyeball is the occipital bridge (think thats the name) which is used to detect light and the suprachiasmatic nucleus detects the level of light entering the eye (bright, low, red light, blue light ect) and if the light is bright or "blue light" (like a monitor or phone) nothing happens. But when it goes low light the SCN sends a signal to the pineal gland to release melatonin, the hormone that makes people drowsy and sleep.
