Why do smart kids ask more questions than dumb kids?

In my world history class, most of my classmates made F's and D's on their tests. When the teacher taught something, they just listened, they didn't ask anything. But in my U. S. history class now, with students who make 30+ on their ACT, they ask questions about how did the USSR feel when the U. S. used the atomic bombs on Japan, how did FDR hide his polio from the public, etc.
Why do smart kids ask more questions than dumb kids?
