Check your company's policy. This is why you always read the fine print before you say that you're going to commit to a new job. Especially when that information is in your contract, your application, orientation papers or policy handbook, and if they have that on the website, you always check all that out.
It would moreso be the policy of the state not his company and while you are supposed to look for a job while on unemployment nobody says you have to take every job. If he was layed off from his job he has a right to file for unemployment this text message BS doesn't count as a real job offer.
That's not the point. It's very clear that before this virus happened, he had this job. This is a job more and likely that is either not cutting it for him, wanted to lay him off, but now wants him back, who really knows. By the way it's very clear that this person is obviously don't want to pay up.
I am not saying that he does not have the right to file for unemployment. What I am saying is that the way house his boss is telling him what he should do, it's sketchy. Even he had said himself he didn't feel right with it.
That is true his boss is an asshole you can't lay someone off then offer them their job back when it is convenient.
Well he never really said that he was laid off. But the way how it's written, and you can read it yourself if you don't remember, it definitely sounded like that. That's why I put it that way. All I'm just telling him that one anybody is dealing with illegal situation like that it's the overall talk to a lawyer because that's what they all suggest. Because even if you have a boss that do care about their employees, they're still the majority that one care about making a paycheck and not giving it away.

The stimulus packages are generally for people who lost their jobs due to covid19, not those who chose to not work because of it. Otherwise every “essential” worker would just quit and go on unemployment

That’s not up to you, it’s up to your government. In Australia anyone that still has a job under the current restrictions is considered essential; and pool shops are open.

You will receive backpay for the duration you are out of work. My man got layed off as well. No worries. The applications will take a while to process because EVERYONE is applying right now. 👍
