To emphasize. A is not correct. The conversation has to be followed from top down. A would be said after cassie has mentioned the wallet. If you are picking what Andy is saying after Cassie said "I'm such an idiot" then it can't be anything that has to do with the wallet. The most logical response is B because someone would ask why they are upset.
A is wrong because A says "THIS could happen to anyone" What is "this". Cassie has not even mentioned the wallet.

Either way though. B is what would be said in a normal conversation. if someone is upset and you dont know why. you would ask why or what is the problem.
You are absolutely correct. A would have been the more appropriate answer had it been initially disclosed what happened.
