Is taking a foreign language in HS and in college for one semester not enough?

After all these years I'm still not as fluent in French as in English and Spanish.

I know how to conjugate simple and long sentences with verbs, (I'm ok in writing), how to express some things and can speak it in an understandable manner with an accent but beyond that I can't. If the French were to speak fast or very fluently in a long conversation (or I were watching a reporter speaking), I'm lost by then.

So was taking French in HS and then one semester in college just not enough? I still find some words hard to pronounce.

The way I speak French sounds similar to when a Spanish immigrant speaks intermediate English and slows down in speaking some concepts. The immigrant knows some English and can communicate with English speakers but struggles. Same thing with me in French.
