University home or Europe for Masters Programs?

I've recently started thinking about master's programs mainly because I've reached almost the halfway point of my third year of university. The cost for Grad school is pretty expensive and it takes longer where I'm from, not to mention I don't really have that many options in Canda because I'm in a pretty new stream of school ( I have one option). It costs about 8k dollars and 2 years to get my Master while in Europe my program is broken down into just one year 23k (it could be 5,000 if I apply for citizenship)
