Yes every circle represents a year. I know it grew more in the spring because of how wide and light the rings are but that's about it.

To know how old it is, count the rings. Judging by how thick they are I' think this is a fast growing kind, maybe a deciduous species, can't tell from the picture but if you got this photo of the internet, reverse image search it to find the original upload, maybe it has more information about it.
