What do you think of a colleague or employer/boss who has issues with you but doesn't have the "balls" if you would to be upfront about it?

Some people would blame this guy's ethnicity but I've worked with the same ethnic group many times before and never encountered this. They are more adept in letting you know when there's a problem either directly (e. g. with a show of temper) or indirectly (e. g. a curt reminder 10 days later when something emulates the problem). In fact one of my colleagues yesterday of the same ethnicity came charging into the lunchroom after a brief bout of confusion/very minor conflict to deal with the kerfuffle.
