They aren’t if you go to a public university in a state you are a resident of. On top of that cost can be further reduced by completing your first two years at a community/state college. Additionally many states offer a full ride or close to full ride via academic scholarships for high school students that have performed well academically. There are many additional scholarships for minority population. If none of that works out, there are federally guaranteed student loans with really low interest rates. There are also options like receiving the G. I. Bill to fund your school if you serve your nation in the military as well as reduced tuition, assistantship, and stipends for people that volunteer for the Peace Corps. Many colleges also offer on campus work that grants reduced tuition and stipends. There are many option to go to university very cheaply or for free in the USA. But if you failed High School and want to go live in dorms out of state while attending a private university while drinking beer, you better have a rich Dad.

For example, as a teacher they will forgive $17,500 in student loans if you teach for 5 years as a bonus on top of your salary. There are similar programs for police, firemen, etc. There are also medical related forgiveness of loans for doctors, nurses, dentists, etc. that are willing to work at Veterans Administration Hospitals. I think it runs up to $100K or somewhere around there.

The short answer is because of administrative costs.

The Government partially subsidizes the education and the Teachers' Union has enough power in D. C. that they can insist on defined benefit packages and retirement compensation plans. You have to remember that the person teaching the students might not be getting paid a lot, but there are at least 2 administrators for every teacher. You can get loans to cover the outrageous costs and a lot of people feel like they need to go to college to be successful in life, so no one ever really questions the cost.
