My manager keeps telling me to "think positive" about a new employee who, honestly, has little value to the business. What does he mean?

This colleague has no real interest in work. Does the bare minimum. Keeps their workspace like a slob pen. Doesn't learn readily - I have repeated things multiple times, etc. Personally out of the colleagues worked with prior I put this new one at the bottom.

So why does the boss keep saying "think positive".
