How does the apartment (1960) have the same budget with Goldfinger (1964)?

It does not make sense to me.

Goldfinger (1964) feels like a lot more expensive movie than The Apartment (1960).

The Apartment (1960) is not even a color movie. How did they even make the movie in black and white with that high budget in 1960? It makes zero sense.
