I’ve been meaning to make an anime character, but I want my characters to feel right. So many things like the color and style of hair and eyes can say so much about an anime character.
The problem is, I don’t know “the rules”. I want to know everything there is to know about making looks that match the personality I give them.
Here’s a few random found examples to show just how complicated it can be.Even THIS can say a lot about a person in anime.Can someone please teach me all the rules or whatever to all of this?
Blonde=foreigner (typically european) Red/orange=loud, tomboyish, inconsiderate, headstrong, fiery temper (tsundere) Blue=shy, introverted, soft spoken (kuudere) Green=chipper, upbeat, active, sports minded, energetic (dark green=blue) (mostly extinct) (isn't tied to a dere type) Purple=often signals royalty or mystery to the viewer, these characters are enigmas, often reserved and hard to understand. Detached, noble, cultured, mysterious, royalty. (dandere/himedere/kuudere) (mostly extinct) Pink=used to be for childish characters, now it is the king of MOE. Innocent, naive, stupid, idealistic, can sometimes be hot-headed like red hair, it's also now used for yandere characters so it can also be quiet/reserved psychopathic females like Yuno Gasai (Yandere/Tsundere/Deredere) Brown hair=warm/friendly normal. Not very strong in showing character traits because this one is often overused, but almost always shows normality (deredere) Black=most common hair color in japan. Just normal person, long flowing black hair can symbolize japanese royalty/nobility White=purity, utter otherworldlyness, snow.
To put it simply, darker hair colors are down to earth, the brighter it gets, the more otherworldly they are.
With that said, there is no real rule here, there are tropes but you can make whatever you want, some of the best characters break these rules. For example tornado from one punch man, she's a bright green haired tsundere. The main rule to follow is probably just darker=down to earth, brighter=otherworldly/weird, but you dont even have to follow that. Personally, I prefer shows that break these rules because they can become kind of boring seeing a red haired character and knowing they're the same as all other red haired characters. We're all tired of the red haired, twin tail, tsundere trope. Ditch the tropes, create your own meaning, what do you personally think each color should symbolize?
The hairstyle can also say a lot about a person, so maybe give some thought into that but again it's up to you, that image you posted is great but there are plenty more.

You can make up your own. One thing I find that I think is different here between Japan and the West is that anime/manga focus is more on graphical design than things like perspective, form, anatomy, or even rhythm/gesture like American cartoonists. It is kind of stiff but about economically conveying an idea. Every stroke should count. And it's not really meant to be animated so much. Anime is something that evolved from the manga (comic books) and at very low frame rates originally. So it was more focused on the still frame than the moving form.
So communication, design language, crisp design -- this is more important to anime/manga style than like formal visual arts form, anatomy, perspective, rhythm, gesture, etc. Of course to be skilled you have to combine both skills -- but anime focus is closer to graphic design than figure drawing.

-It would be best work on your character personality first -then should lay out the scenario she will belong to -and then you should think about her physical abilities and motivations, goals, etc -and then you should start working on her looks
