Why do some people feel the urge to harm people who did nothing wrong to them?

I once had complete strangers I have never met before throw food at me from a moving car they were driving. I did nothing wrong to them.
Their window was winded down (obviously you can not throw food from a moving car with the window winded up) I saw these people’s faces and I am pretty sure I have never met these people before

It seems like these people did not care about hurting my feelings.
Why do some people feel the urge to harm people who did nothing wrong to them?
