Potential dog abuse from roommate? What should be done?

I’ve had an issue with my roommate pushing my dog out of the way. I told my roommate that if she pushes my dog again, I’d call the cops. However, the other roommates who I live with said that threatening to call the cops was not ok, so I didn’t call. So, out of anger, I told my roommate that something will happen to her cats if she continues pushing my dog. *I didn’t do anything to her cats, and I realize what I said was wrong*
Recently, my roommate used her foot to move my dog. I had a problem with that because 1, my dog came from an abusive home (I adopted him from a shelter) and I want people to be gentle with him, and two, if I were in my roommate’s shoes, I would’ve used my hands to gently move the dog, not my foot. So I am not sure what to do about this situation
