Well since your profile says you live in Oregon I'd be out hiking which is virtually free other than transportation. You could decorate the Christmas tree together if that's the holiday one of you celebrates. Make a snowman if there's snow (get creative and make two kissing or something haha). Go sledding. That's all I got I live in Chicago where there's endless amounts of free stuff to do I wish I could recommend some of the little know good spots around here.

well you two could make some home made hot chocolate together and then walk around looking at Christmas lights:) I know it doesn't sound much like a special date but it sounds cute to me

ice skating! it's really cheap and fun. and an added bonus, lots of touching and being close
