Does it mean when a guy says he likes to make you blush?

Either one of two things::

1) He likes you. Maybe not like-likes you, but like he could see you as a friend. One of my best guy friends says he thinks it's cute when I blush and then he'll compliment me to make me blush.

And if he like-likes you, it could mean that his friend knows that, and the guy was saying that to make you blush more.

2) Or it could mean nothing and he was just messing with you. He might think that you like him and he was just playing with you.
