Sieve/strainer, its not a cooking bowl. So please don't stick it in the oven. Its just used for draining water out of pasta/rice. The collander is bigger but it has the same use. It can be used for sieving flour so that you don't get big clumps of it. Or it can be used for things like making seedless jam.
I think its a rice strainer. Not sure if thats the correct name tho.

It's a sieve, it's not a cooking bowl, it's for rinsing food. In that picture, the rice is having the excess starch washed off of it before being steamed to prevent the pot from boiling over and give a fluffier pot of rice.
Or a strainer.
A colander. Use it to make rice.
