the "drink when you're thirsty " means that you don't drink enough. you feel it only when you started to dry out (not the serious case ofc but it means that your body starts to get water from some parts cos it needs it elsewhere)
1 liter is ideal during a day. it depends if you do sport - obviously you need more then. or when you're on a diet.
