If you eat enough calories to gain weight you can't really control where the weight goes. It will probably go to your waist.
If you eat more calories (healthy ones... proteins, fruits/veggies/complex carbs) and you start doing resistance training with multi-joint core exercises like bench press, shoulder press, chins/lat pull downs, deadlifts, squats then you'll probably thicken up a little bit all over... including your arms.
No you'll just get fat from eating more food and everyone will call fat boy.
