Yeah- I think the cattle's diet has a lot to do with it as well. Also a lot of butcher shops keep better cuts in their own display cases and sell the less prime cuts to grocery stores so you get a better cut, even from the same breed by going to a local butcher shop instead.

Beef tenderloin and liver. Granted the liver will have a very odd texture and it’s never 100% safe, but you should ultimately be fine:) I’ve yet to have an issue
