When you say you are "fully aware of what his intentions are" are you saying that you would conclude he wants to hook up with you because he said what he said?
yes because this is one of the clumsiest way to start flirting with a girl.
I didn't say he was a total stranger, I said you had recently met him
I am aware of the way you phrased it but unless I know a person for a lengthy period of time, he is still a stranger to me. Furthermore, to me it is irrelevant whether that person is a stranger or an acquaintance, friend or colleague. The fact alone that he says something like that is enough to take my distance from that person.

What would be "good enough"?
Hahahha I love how you put air quotes around that! Well for me personally, I would like to have a spark with the guy before I go on a date. That would mean I have to have developed an interest in him through previous encounters. To me talk is cheap! I like to see a man take charge be persistent show immense interest. Not willy nilly i think you're cute!! I know I'm cute but the question is what are you gonna do about it!
So you want the guy to put effort into conversing with you before he asks you out?
Conversing is one of the things But not only that! There has to be a spark as well.
