Is this girl flirting with me, just comfortable around me or creeped out by me?

There is this girl I hang out with a lot. She is quite friendly and we get along great.
I have noticed that she touches me a lot - rubbing my shoulder, punching me, stroking my hair to "get something off", leaning her head on my shoulder etc. At first I thought she was flirting with me so whenever I try to do the same back, she just retracts away from me compeletly or just stares at me. So after that I assumed she wasn't flirting at all.
However I have noticed that whenever we are alone together say late night at work or on bus back home, she acts somewhat paranoid and scared of me as if I am gonna assult her or so (I would never do such a thing FYI), she is very cautious around me in such times.
Can anyone explain erratic behavior?
