I would agree about the comfort level as the clothes look like they might be uncomfortably tight. But I disagree on the sexuality and access to the body thing. Like @Subarugirl says, kids wear swimsuits that would "give more access to the body" and honestly as kids my siblings (both genders) and I were practically naked (and also sometimes actually naked) whenever it was hot enough outside so I don't see that aspect. To me, she just looks "done up" like her mom wants her to look cute and show off and it's probably her mom's fashion which is going to rub off on her (or maybe is a bit forced on her), but she's a kid so I don't think it's sexual. It's not like titty tassels or anything.

I’ve lived in the Portland metro area my entire life, I also have a 4 year old son who attends daycare and I have not seen one child dressed like that.
What is sexual about that outfit?
my thought was a kid probably want to play and the outfit doesn't look like the best for running around and getting dirty, but I've seen worse. But I don't see how it's sexual at all.
