Tbh if he really likes you, he'd probably he hurt at you thinking of him as just one of several options. So don't make him believe you like him unless you actually have the intention of following through, I guess.

If you're pretty sure he likes you too then there's hardly any risk to YOU saying it first! Most of the time if people are afraid to tell someone how they feel is because of the possibility that they might not like them back.I'd say tell him you like him :) He might be relieved you said it first!

I hear you. Maybe just tell him in a non-obligative way. Casually, say something like, 'You know, I really like you." :) Not literally asking him out yet but just so he has it in mind.
